What we do
Most strategy work projects a single plan forward and hopes the field holds still. MTR models the field itself: every rival, every county, every plausible counter-move, simulated together with computational game theory.
Instead of one forecast, you get the distribution of futures your decision has to survive, and the action the simulation says is your best move, like a chess computer.
The old map and the new one
Penetration and saturation stopped being enough
Most Medicare Advantage plans still navigate with superficial metrics: market penetration, saturation, share. In a crowded market those describe where everyone already is. They say nothing about where the market is going, or how competitors are likely to behave in response to what they know and do not know.
MTR builds the deeper map. It analyzes competitive behavior patterns, intentions, risks, and the likelihood of outcomes, then optimizes service area opportunities, product and benefit structure, and network strategy against the whole field rather than against your own plan in isolation.
Like chess, every move in this market has lasting consequences and cannot simply be undone. All models are wrong, but some are useful. If all we have are maps, the work is to keep building better ones.
Methodology
How the simulation works
The engine builds a digital twin of competitive futures. Rather than projecting one plan forward, it represents a market as a space of possible competitive configurations: which carriers hold which counties, under which product and benefit postures. Against that space it computes equilibria: the configurations that hold once every rival has responded.
Competitor behavior is not assumed uniform. Plans are typed from their observed history, and each is modeled as seeing only its own slice of the market with beliefs about the rest, which is what actually happens: your rivals are guessing about you at the same time you are guessing about them.
Everything runs on public data. No client system integration and no protected health information is required. Every output is deterministic and content-addressed, so any figure can be recovered from the run, the model version, and the dataset that produced it. Your actuaries and model risk reviewers can audit the chain rather than take the result on trust.

Competition as a constructive force
Medicare Advantage is a public-private partnership often slowed by complexity, legacy incentives, and zero-sum habits in markets dominated by a small number of large payers. MTR's premise is that competition in that setting can be socially constructive rather than extractive.
By putting higher-order strategic reasoning within reach of every participant, not only the largest, MTR works toward a market that is more transparent, more responsive, and more efficient. The intended result is not just tactical gain for individual firms but a more adaptive ecosystem where innovation and accountability both survive.
The name
Map-Territory Relation
The name reflects an idea from philosophy and systems theory: any model of reality, the map, is necessarily distinct from the system it represents, the territory. Taken to its limit, a map can become so detailed that it contains itself, then a copy within that map, and another within that.
In competitive environments this is not an abstraction, it is the structure of the problem. Each participant is modeling the world, modeling competitors, and modeling how those competitors model them. As John von Neumann observed, once multiple optimizing agents are present, strategy becomes irreducibly triadic: it cannot be understood from a single viewpoint, only through the interaction mediated by the game itself.
MTR leans into that recursion. It treats markets as systems of interacting, self-referential models, where your map contains their map of you, which contains your map again. The work is not to simplify the structure away. It is to navigate it.
